i just got that y speed of 274 plan in 3g gets low speed. if u cross total 5gb then it will get low speed. now if this plan ends and if u recharge with 274(its working in some states) again next month then u will again get 3g speed till 5gb data transfer.
i have tested it by my self.
-first i recharged a 3g sim by 274, after 5gb its speed got reduced
-then i bought another 3g sim and recharged it with 274 then again after 5gb its speed reduced.
-then i bought 2g sim and recharged it with 274 and got 3g speed after selecting umts till 5gb and today its giving low speed.
your speed is reduced on 274 plain to save large amount of data transfer.
That's why bsnl introduced new plain with full speed of 3G but limited data transfer.
you will again get good speed when your 274 plain ends.

so if u want to get 3g speed in low price then u have to buy more then 1 sim.
and in some states unlimited 2g and 3g plan have been withdrawal so get a 2g sim and recharge it with relative plan and select umts, u will definitely get good speed.
bsnl maximum average speed on different bands/networks
GPRS= 12kbps
EDGE= 25kbps
UMTS= 50kbps
HSDPA= 200 to 400kbps
HSUPDA= more then 500 kbps.
